What is Pre-emptive war?

What is Pre-emptive war? There has only been one preemptive war in American history and that war is going on right now. McCain openly supports preemptive war. That brings me to my next question at what point is preemptive war acceptable? If Georgia gets accepted into NATO will we go to preemptive war with Russia to protect our new military alliance? Washington warned us not to get to deep into military alliances and I am starting to believe that we should have listened to him. Does anybody have any incite to share? Do you think that McCain would go to preemptive war with Russia if Georgia gets accepted into NATO?
